The reference genome is the shared map doctors and scientists use when they look for the cause of an illness in someone's DNA. If a gene is not on that map, nobody can look for it. Some of these newly listed genes are switched on strongly in the brain, in testes, and in early human embryos, so they may turn out to matter.
